STEVEN COSTANTINO IN TESTIMONY BEFORE RHODE ISLAND HOUSE COMMITTEE ON OVERSIGHT 1/14/2016

A Leopard doesn’t change his spots and that is what former House Finance Committee Chairman Steven Costantino proved when he testified before the House Oversight Committee on Thursday, 1/14/16, where curiously, Chair Karen MacBeth actually thought she was going to get some answers. However, as predicted, during his testimony, Costantino displayed the same lack of remembrance of meetings, dates, and events that he had in his deposition in the EDC’s lawsuit.

Unfortunately, he was no more truthful and forthcoming with the House Oversight Committee than he had been with the court. One only needs to read just one page of Costantino’s deposition from July of 2014, to understand that. In fact, in his completed deposition he was unable to recall facts, figures, dates, or names more than 200 times!! It’s a wonder he remembered his way back to Rhode Island to testify?

However, what he did recall is, “he feels he was “mislead” during the whole process” — which comes as no surprise, because that’s really what this is all about… the creation of a political arena for Rhode Island’s political cowards to publicly declare that they were all duped (after-the-fact)!

And that folks, is the biggest lie and betrayal of all! Because if 38 Studios had been designed to succeed, and Curt Shilling had not been duped – you can bet they would have ALL personally claimed the credit in their campaign brochures.

Q. Okay. And who at EDC did you ask?
A. I don’t remember –
Q. Okay.
A. — who I asked, but I remember asking the question.
Q. Was this on a telephone conference or a meeting?
A. I don’t remember.
Q. Now, I think you had said earlier you don’t recall having any meetings with Keith Stokes regarding 38 Studios; is that correct?
A. Correct.
Q. Okay. Do you recall having any meetings with Keith Stokes regarding the Jobs Creation Guaranty Program?
A. I don’t remember.
Q. Okay. Did you have any meetings with anyone from EDC regarding 38 Studios?
A. I don’t remember.
Q. Did you have any meetings with anyone from EDC regarding the Rhode Island Jobs Creation Guaranty Program?
A. I don’t remember. I don’t remember.
Q. Did you have any meetings with Robert Stolzman regarding 38 Studios or the Jobs Creation Guaranty Program?
A. I do not remember.
Q. Okay. Did you have any meetings with Speaker Fox regarding —
A. I do not remember.
Q. Did you have any meetings with Governor Carcieri or anyone on his staff regarding either the Jobs Creation Guaranty Program or 38 Studios?
A. I don’t remember.
Q. Did you have any meetings with anyone from the Senate regarding those issues?
A. 38 Studios, I don’t remember. On the Loan Guarantee Program part of the process, if we can get back to the process.
Q. The process?
A. Obviously, the budget is an agreement between the House and Senate. So, we go through the articles together at meetings, so there was probably an agreement on the Loan Guarantee Program, and that’s why it got into the budget.

What did the Committee expect? Didn’t they read his deposition before the court at all?

If this wasn’t so sad… it would be laughable.
